The Malta Ambulance Facility
is presently operating in a structure of approximately 4660 SF. It is a
wood frame building with a new concrete block (CMU) bunk facility in the
rear; built in 1994. The building currently does allow for growth, nor
does it provide adequate storage and efficient office spaces. The
current utility systems are operational, however substandard and have
been “retrofitted” and modified at best – “to get by”.
There is presently a small
training room with a manually operable projection screen, used by the
general public for various functions. The training room is
multi-functional, but is not ideal in size nor location to meet the
needs of the facility or community.
The present building as it
functions, offers no separation between the general public or the
private operations of the ambulance staff. The bunk addition in the rear
provides a large bathroom facilities, but no separation between male and
female bunk quarters.
The importance of immediate
response to emergency calls is critical. Presently the internal space
layouts – for access to emergency vehicles – hinders and impedes “2
minute” rule for responses.
Externally, the building
does not have a civic presence on Route 9, and appears residential more
than that of a public structure. Current planning layouts create parking
/ traffic problems with vehicle (pedestrian or emergency), entering and
/ or exiting the complex.
In January of 2001, Malta
Ambulance Corps contracted the firm of SD Atelier – Architecture,
L.L.C. and Continental Landscape Architecture and Planning, P.C. to
study the existing building, its’ site and planning conditions to
explore the possibility of expanding the facility and improve operating
efficiencies.
A. This
feasibility study review the following:

Current conditions of the present facility, existing site
conditions and their strengthens or weaknesses.
·
Access the needs of the proposed expansion, and develop a program
for the proposed expansion
·
Determine Building Code Issues and ADA requirements.
·
Evaluate the Zoning and Planning Board issues for the Town of
Malta
· Generate preliminary
design studies for the exterior building.
· Develop preliminary
planning, vehicular circulation, storm water management schemes.
· Develop a cost estimate
based on preliminary design ideas.
To address these issues, the
feasibility report was developed by conducting discussions with key
personnel, individuals involved with this kind of project type and
visiting similar buildings types.
During the process, meetings
were held to present alternate design options. The input from the Board
and members of the facility was instrumental and has been incorporated
in the final design schemes.
B. The direction
of the project as a result of this feasibility
report includes:

Assessing the budget
·
Finalizing the time frame
·
Obtaining the necessary funding (an ongoing goal)
·
Developing the Design, Construction Details and Site Planning.
·
Gaining Zoning and Site Plan approval
·
Finalization of the Construction Documents Package.
